One is a conventional Submit lineup league with Playoffs, the other is a bestball league with no playoffs.
Bestball still involves all of the things that a lineup league would (trades, waivers, etc), just that there is no lineup settings.
Both have the exact same scoring and roster/lineup limits.
I run 58 other leagues in this format, all are Superflex, TE Premium leagues on MFL (myfantasyleague.com) which includes starting Defenses (defense scoring is bumped up) There are 1302 teams betweeen those 58 leagues with big competitive, active base of owners.
