I was wondering the same thing. Only thing I can think is that a hold is 10 yards from the spot of the foul and PF would be 15 from the end.

the personal foul is measured from the spot of the foul. the hold from the spot where the punt was fielded. If the blindside was five or more yards downfield from where he caught it the hold is the better choice
