It is tough but I might lean Burks, especially if Hopkins out (ankle).
Puka against 49ers in a prove it game scares me a little. BUT could get lots of work if they get behind and have to throw a lot.
So either bad offense but might be best WR available or projected bad offense against stout D but might be good due to game script.
I still lean Burks slightly.
