I watched a good bit of the game. First of all, the Titans dominated time of possession: 37 min - 22 min. Secondly, the Bucs abandoned the running game as Graham was going nowhere vs the Titans front 7.Bulluck appeared to be as active and around the ball as ever, but he also dropped into coverage the majority of the time.

Jene, is it reasonable to expect this ridiculous disparity in opportunities to even out over the remainder of the season for Bulluck (and Hope)?

This is the biggest reason for low tackle numbers. You can't make a lot of tackles if you are not on the field a lot.
