It is really bad on the phone. Sometimes the quote comes back after I already deleted it once.

No, you just delete the quote before posting (upper left of quote box).

My biggest problem is I want to quote both the original post and the post that somebody responded to. I have to go to the original post, quote that, then quote the response.

If you try to manually use quote boxes [ quote] [ /quote] to add a second quote to something, even if you close the last box properly, then try to type beneath it, anything you type after the second quote box ends up being moved up into the box instead of outside it. So something that is supposed to look like:

Some Text

[ /quote]

What I want to say after that

Turns into:

[ quote]

Some Text

What I want to say after that

[  /quote]

On my android, to remove a quote in the edit box:

Delete all the text in the box

Press and hold the top left corner of the quote box

Android edit menu should pop up on the top of the screen with the quote box selected, hit the scissors icon. ✂

Don't hit the little box with the +. I think that's what's giving you that menu. 

Try doing the top right corner instead, right after the name of the person you're quoting. You don't (or at least I don't) need to delete the contents of the box first, either. Just hold and cut.
