What team hosts the Conference Championship game if a Wild Card team makes it and has a better record than the other team that won their division?

For example this season what if Indianapolis and San Diego(if they beat Denver) make it to the AFC Championship Game. Will the game be in Indy or SD?

This could happen with a number of teams this year. Potentially everyone except Tennessee in the AFC with Indy. And the WC team from the NFC South with 2 of the other divisions.

Wondering if the Division Winner or Better record gets preference.

 
Higher seed gets the home game.

One change some NFL owners talked about making is not to change the rules for playoff qualifying, but then seed teams based on their record, not if they are a division champ or a Wild Card. In that scenario, a Wild Card team like the Colts could end up as the #2 seed, instead of the #5.

I doubt that will happen though.
