Need some help on knowing when Perry could be back as I don't knoe the rules on PUP when placed on it at the beginning of the year. I thought it was for the 1st 6 weeks, but I am not sure.

Any help from the rules committee?

 
Players on the PUP list to begin the regular season may not be activated until week 6. There is a window there when they have to be activated, put on season-ending IR or waived. I don't recall exactly what that window is though.. 2 or 3 weeks maybe?

3 weeks, just to clarify.
 
The bigger question is whether Perry will have any value (beyond a 3rd down back) this year, or beyond for that matter?

I'm figuring he will. I'm figuring the plan is to get him his rest to heal up and then he'll take some pressure off of Rudi. I expect for the first few weeks Rudi is going to have to run alot to make sure Carson is comfy after his own injury. Then, for the playoffs, everyone will be OK. That's my guess

Very much so. I like the Lamont Jordan comparisons people threw around here. Rudi is young and his stats are good if not great as a starter, you can't bench that. At times, players with badly hurt ankles have come back running stiff legged or without the same confidence/bounce in their step for a year or so. For example Jamal last year. I wouldn't figure we see the flashes of greatness from Perry til into the playoffs or next year. I have him in a dynasty league. I'm trying to trade him now, before week 2. I'll stop trying if I can't trade him before gametime. I don't think he'll hold his high value from week 2-7 as people(naturally)don't like to trade for hurt players. After week 7, I'll listen to trade offers again.
