It's an interesting sentence and thought, for sure. I'm not sure it raised a question about his "rights" as a bondsman, but rather, it might have raised questions about his privilege to perform certain acts under the color of state law, especially since those actions, per the article, are juxtaposed against an individual's right to be safe in his home.
