I think the only players worth starting in these IDP slots are ones who are defensive starters AND return punts or kicks. As mentioned, McGee is the cream of the crop. IMO, he is followed by Chris Gamble and then Pacman Jones who both start and return punts. There are a couple other players who return both kicks and punts, like Chris Carr for the Raiders and I see a Cletis Gordan listed for the Chargers, but neither will spend much, if any time playing defense. It really depends on what your IDP scoring rules are, but I would prefer to start a top 30 DB over Carr or Gordan or anyone not listed as a defensive starter and getting kick returns. On offense, Dante Hall and Wes Welker are two solid return men who also get their chances to make a few plays on offense, but at 1 point for 25 yards neither should score in the top 20 ranked WR. I am in a league where PR is 1 point per 10 yards and KR is 1 point per 25 yards. In that format, Dante Hall was the 13th ranked WR last year and Welker was ranked 21st. If PR was 1 point for 25 yards that would have dropped Hall down to about 21st and Welker below 30th. Both had over 400 yards receiving too, though. Welker has looked great this preseason and looked pretty damn good last night. Scrappy dude and fun to watch play the game.
