Both of these guys have injury-prone starters ahead of them, so both could get an opportunity - and early. Which of these guys would you draft, and why?
Really, it doesn't matter much I like White in all formats even though I drafted Williams before him. He may not have as long a career as Williams because he looks to be more of a pounder, but I think he has better overall talent and is in the best position of all Rookie RBs to start as early as week 1.

I put my money in the DW basket . . . more versitile and will probably be on the field all three downs . . . don't see that happening for White. But in a TD heavy league, I could see White being more attractive at this point. None of my leagues are TD heavy, however
Neither guy projects to be a starter barring injury. White has a greater shot of taking a majority of his team's carries, but DW has little chance of becoming a starter, especially early on.
Ten. has one of the toughest scheds this year, meaning they'll be out of it early. I could see them starting as badly as 1-6 (check the sched). I see White getting the majority of the carries after week 9-10, which means if you can set yourself up for a playoff run. The Panthers should be in it the whole way meaning you have to hope for a Foster injury (likely, but not a lock) or DW winning the job outright. White is the pick in redraft.

"Look at Foster's contract. He's gone after this season."
I didn't realize what his contract situation was until you mentioned it. That's a big shift in pay to 2007. At what dollar amount do players tend to become cap casualties? Also, as of March 10, Carolina was about 10 mil under the cap. And, just from skimming through salaries, NFL teams seem to average about 2 players per team making 4 mil or more.
Salary History
2006 1000000.00
2007 4250000.00
2008 4750000.00
Just for comparison, here is Corey Dillon's situation. Not as bad.
