I think it's close between Decker and Nelson, although Nelson is still criminally unnoticed in a lot of leagues. Both look set to be WR2s in good offenses. I think Decker has the better skill set, but Nelson is probably more entrenched as a target. Stevie Johnson also looks like he's a little banged up, and my guess is he's going to keep playing hurt until he gets an extension, at which point he might take it easy, which might open the door for more Nelson. However, even if Stevie goes out, I'm not entirely sure that Nelson's value goes up drastically. Decker, on the other hand, has the talent and ability to take over as a WR1 if Lloyd stays banged up or gets reinjured. I absolutely love Moore's talent, but his surrounding situation isn't as good. His QB is the worst of the 3, where he sits on the depth chart isn't as clear, and he's a rookie. If you're swinging for the fences though, I think Moore is the pick because he has the clearest path to WR1 on his own team.
