Which one has the greatest value going forward (NOT dynasty)?

12-team PPR with very tight roster limits and a $50 FAAB budget. Nelson went for $17 (I got him/second-highest bid was $12) and Decker went for $12.

 
I got Nelson for 37%, got lucky in a tie breaker as I'm in 2nd place and the 1st place guy also bid 37%

Moore went for 21%

Actually Nelson is not the starter in Buffalo. Donald Jones starts opposite of Stevie Johnson but considering Neslon's breakout last week and Parrish's season ending injury, I wouldn't be surprised if they moved Nelson to starter and put Jones in the spot Parrish was playing.
Yeah, I never said that Nelson "started" per say, but his targets seem entrenched. He's the full time slot receiver, and while that means he might not see the field as much in 2 WR sets, he still gets a lot more targets than Jones. However, like you, I wouldn't be surprised if Nelson eventually overtakes Jones in 2 WR sets, then moves to the slot in 3 WR sets. After thinking about it all another day, I really can say that I'm having a really hard time figuring out a clear winner or even loser between all 3 of these guys. I'm really happy that I'm on the shark pool though, as I grabbed all 3 as FAs last week, before any of their big games. Now I just sit back and let them prove themselves. In terms of this week, I'm starting Nelson and Decker over Moore, since I don't expect much out of Moore on Revis Island.
 
regardless of ppr or not, I think Nelson is the safest option and will easily be the most consistent. I think Decker and Moore are close. I will give the edge to Decker because while Lloyd coming back will hurt him a little, he also will never see the teams top CB or be doubled. I think his targets/snaps have a better chance of being higher than Moore's, but Moore clearly has the most upside though I see him having a few games like last week and more 2/45/0 games.
