I think it can do that, and it can do something possibly more important:
Get you into the playoffs and have a chance to get lucky/hot.
I took over a dynasty team that was built to "win now", expect the RB's ha already started to go south, and they guy couldn't draft WR at all. (Some where, I have the roster I took over - it's pretty funny.)
He had a few stud IDP, but we started 11, and there were some "name "guys who weren't very good. I finished last, but there were no top RB's in theory - 1.01 became Charles Rogers.
I worked the wire, and got some solid IDP depth & projects, and while I finsihed last again, it was much imporved on D - but my 1.01 was Kevin Jones.
Then I got some good IDP in the draft, and cobbled together RB & WR by comittee. 2 years ago I finished 5th, one spot out of playoffs with Thomas Jones & Drew Bennett leading the way at RB/WR. I had the #2 D, and it almost got me a playoff berth. Last year, I finished 5th again, with the #2 D again, now with Parker & TJones.
Building a good D is right now easier and cheaper than building a good O. It takes work & knowledge, but you can become a contender with minor improvement on O. If any of my rookie draft picks had done anything much, I would've made it last year. I'm 2-0 this year, and looking to make the dance.
It's an area where you can get a big edge.
