Sure they would. The way Cundiff has kicked the last few weeks, I can't think of any reason Baltimore wouldn't make sure they had another kicker on the roster, even if it is only for insurance.
However, since you're asking the question, I wouldn't risk starting Graham, unless Cundiff is ruled out before the game. Cundiff shouldn't be trusted, even if he is declared active for the game. He's risky, and Cleveland hasn't been a great matchup for kickers anyway.

Obviously they wouldn't sign a guy if they didn't think they need him, but I'd just be cautious of this situation -- they might even have a scenario where Cundiff is on for placekicking duties and Graham handles kickoffs. Harbaugh treats everything like its espionage, so my guess is you won't hear about Cundiff's official status until Sunday morning.
In comparison to some other teams, the Ravens are pretty healthy. I really think that Graham is simply insurance in case Cundiff is hurt worse than he's letting on and they can afford giving up the roster spot. They can probably easily envision the Bengals game in Week 17, for example, coming down to a couple of crucial field goals and Cundiff has been slumping for whatever reason.
Overall, though, I think they favor Cundiff over Graham for the long haul.

I don't like it, but I'm in one league like that. They also only allow one roster move per week. Luckily I grabbed Longwell the final week of our regular season just in case Cundiff didn't make it through our playoffs. Not loving it, but "whew"
