Brooking will be hurt by Hartwell's presence and I don't think he's close to the 1st tier.

Brooking isn't even close to tie 1. Not only will Hartwell's presence hurt but so will Demorrio Williams'. Demorrio probably has the most talent in that LB corps but he is SLB. If Williams was playing MLB or WLB he would blow up this year. No way does Brooking get any more than 82 solos this year.
