This is my first year in my new office league (so hoping to make a splash!).  It's a 14 team PPR league (1 QB, 2 RB, 2 WR, 1 TE, 1 WR/RB/TE).  I generally subscribe to the "wait on qb" theory and target late round high upside guys like roethlessberger, dalton, rivers etc.  However, this league has a -3 for INT's (6 pts for passing td, 1 pt for 25 yds), so it seems to favor guys with good TD/INT ratios, which some of those later guys struggle with.  I'm picking out of the 6 slot, I'm trying to decide it is worth grabbing brady or rodgers in the 2nd round (don't think they will drop to the 3rd).  My next target would be Mariota in the 5th, or maybe Cousins a round or 2 later.    I've done a few mocks and havn't hated my team, though my starting RB or WR are somewhat lackluster.  What are your thoughts, pay up for QB?

 
I honestly don't think that scoring system changes things very much. I still wouldn't touch a QB in the first 2 rounds. I'd look at guys in the following rounds:

1 and 2=nobody

3=Rodgers

4=Brady, Brees

5=nobody

6=Wilson

7=Luck(could move up or down based on health), Newton, Mariota, Ryan, Cousins

8=Prescott, Carr, Winston

9+=the rest

 
Trav is on point with QBs. 

If you want to make a splash, take Gronk at 6. With Zeke suspended the Top 6 is now 5 (DJ, Bell, AB, Julio, OBJ). Gronk has the potential to give you the biggest advantage and I think you might be able to get a pair of nice RBs in the second and third. Then you might be able to sneak in a guy like Hill or Bryant. There's lots of WRs to gamble on later. 

 
I echo what travdogg said.

The only point I will say is that in a 14 team league, QBs become more scarce a little eariler.  So I would recommend bumping up Wilson and all QBs behind him up one round.  So look at Wilson in Round 5, the next tier in round 6 an so on.  I personally like Prescott and Winston, so I would target them in Round 7.  In 14 team leagues, runs can be very long and you don't want to be on the wrong end of a QB run.  Picking 6 helps, but after an odd round pick, you will have 16 picks before you select next.  In Rounds 7-8 you could have a big QB run.

Your RBs and WRs will not be very good if you take Rodgers or Brady in Round 2.  Take BPA at RB or WR for the first 4-5 rounds, unless you want to pay for Gronk or Kelce.
