By his logic I would say Eli should be the pick. He averages around 24 TDs a year to Ben's 18, and has just as much job security.
Palmer, Schaub, Cassell, and Manning are all above Roth for me right now. In fact, I'd probably take Warner ahead of Roth. In dynasty, you can get top 10 production from Warner for the next two years then pick up some random guy in three years to get you QB15 production.
