Let's be honest here, OJ aside, that is how it should be. Years of behavior while in prison should count roughly 10000% more than being able to smile nicely and act like you're sorry/rehabilitated for a half hour.If he is granted parole, that decision was made well before this hearing, and the 30 minutes of deliberation are for show.
