Do you have any restrictions on how long you can keep a guy (salary cap, round lost, length of years cap, etc)? To me this boils down to what you think of OBJ and if he can ever stay healthy/productive. I am not sold on how he will produce moving forward. The Browns seemed to go on their hot streak once he was injured so I wonder what his role will be moving forward.
I also assume this is 1 QB and not IDP because that affects the value of the 1.09 as well. If you need TE depth the 1.09 may be in line for Pitts as an option so you would be missing out on his possible availability with that pick. I guess that comes down to you knowing how your draft will play out and if that was even an option at 1.09. If it is and that is a position of need I think I stay put unless Evans/OBJ puts you as a top team next year.
