Carry a clipboard? Rattay has never been the backup here, and never will be.
He was a very marginal short-term starter in SF, and has no future in the NFL as a starter, and is not reliable as a backup for a playoff caliber team.

Judging from Gruden's praise, Gradkowski seems a good bet to stick as QB2, which leaves Rattay and Fiedler battling for the 2nd slot (given McCown's knee injury).

Disagree. No way Gruden puts a playoff team's chances in the hands of a rookie. Consider the running game and defense, and a veteran who can avoid mistakes is what he will look to if Simms goes down. Now if they start 2-9, it may be a different story.
Correction: Gradkowski seems a good bet to stick as QB3...i.e., on the active roster with either Fiedler or Rattay as the backup (the other being cut).
