Cooper can become invisible for large portions of games.

Rawls faces at least what use to be, a pretty decent run defense even though he did last week as well.

Packers just lost Nick Perry, probably their best player against the run, so I'd go confidently with Rawls.  Cooper will likely face off against Marcus Peters, whom has been destroying just about everybody this year..

It depends on your matchup. Are you looking for high floor or high ceiling? I think Cooper has a higher ceiling but Rawls has a higher floor. 

If you're the underdog I'd likely go with Cooper and the higher ceiling. If you're favored and just need a decent out I'd go Rawls.

I would start Rawls with the higher floor. GB run defense hasn't been good in weeks. 

Cooper is the high ceiling guy, as @Buzzbait said - if you need a lottery ticket, he's your guy, but he has disappeared for whole portions of games, and it's certainly possible that the Chiefs give him extra attention this week. Also, freezing cold doesn't help.
