What is the theory here. Line up 1, 2, 2, 1, 1, 1 Flex RB/WR.

In a PPR do you start a WR over a RB? Do you just compare players on your roster and go with the highest FP average and play him regardless if he is Rb or Wr?

How do you judge this?

it really depends on who you have, but yes -- i'd plug in the guy who's likely to score the most points, regardless of position.
 
If it's a rb that doesn't get receptions they'll have to score to keep up with a 5 catch wr, I usually always lean wr depending on the players and matchup of course.

Yeah that seems to be the way that makes sense. Makes WR more valuable in the draft too I imagine. 15 years and they throw in a curve. Hate change!

Don't make this more complicated than it has to be - look at the scoring from your league last yearAfter Top 24 RB (assuming twelve team league otherwise adjust numbers), andthen Top 24 WR,Look at the next highest scoring TWELVE players - they were the ones who (on total points not week to week considerations) should have "Flexed" last year........look at your projections for RB and WR with that in mind this year.Do RB 25-30 outscore WR 25-30???

Easy decision. #30 WR outscored #24 RB. WR should be the way to go.
