Goff by a mile.  Safe play with lots up upside vs a beat up secondary that is giving up a lot of yards recently.  The game could also be a shootout and he gets his favorite receiver back in Woods.

I'd prefer Garopalo by a little.  He seems safer to me, although hasn't thrown for 2 TD's in a game yet.  Goff probably has the higher ceiling.  Foles could also explode against the Giants if Landon Collins is out, but he is also the biggest unknown among the three.

I'd go Garappolo. Goff has still struggled against good defenses, and Seattle is still good, even down some great players.
