I was kind of kidding previously when I started this list, I was trying to prod Tim into giving some ridiculous names which he did but I agree that that's a good list.

Though McAuliffe is not very good and would never run against the Clintons, and I would probably throw in a Biden and a Booker in there over a couple of those other names while we're going the fantasy politics route.

So let's say 13-17 goes Hillary, Sanders, Webb, MOM, Chafee, just like we have now.

Do you or anyone think Hillary would still emerge out of that group as the candidate? I think she would be in a war right now, one main accomplishment by Hillary has been keeping serious challengers out in the first place.

I think she would be where Jeb Bush is and maybe a little worse.

Emails released on July 31 by the U.S. State Department reveal more about the origins of energy reform efforts in Mexico. The State Department released them as part of the once-a-month rolling release schedule for emails generated by former U.S. Secretary of State Hillary Clinton, now a Democratic presidential candidate.

Originally stored on a private server, with Clinton and her closest advisors using the server and private accounts, the emails confirm Clinton's State Department helped to break state-owned company Pemex's (Petroleos Mexicanos) oil and gas industry monopoly in Mexico, opening up the country to international oil and gas companies. And two of the Coordinators helping to make it happen, both of whom worked for Clinton, now work in the private sector and stand to gain financially from the energy reforms they helped create.

The appearance of the emails also offers a chance to tell the deeper story of the role the Clinton-led State Department and other powerful actors played in opening up Mexico for international business in the oil and gas sphere. That story begins with a trio.

The Trio David Goldwyn, who was the first International Energy Coordinator named by Secretary of State Hillary Clinton in 2009, sits at the center of the story. As revealed by DeSmog, the State Department redacted the entire job description document for the Coordinator role.

Goldwyn now runs an oil and gas industry consulting firm called Goldwyn Global Strategies, works of counsel as an industry attorney at the law firm Sutherland Asbill & Brennan, and works as a fellow at the industry-funded think tanks Atlantic Counciland Brookings Institution.

The emails show that, on at least one instance, Goldwyn also used his private "dgoldwyn@goldwyn.org" (Goldwyn Global Strategies) email address for State Department business.

It remains unclear if he used his private or State Department email address on other instances, as only his name appears on the other emails. But Cheryl Mills, a top aide to Secretary Clinton at the time, initiated the email that he responded to on his private account.

Carlos Pascual, Goldwyn's successor as International Energy Coordinator, whooversaw the creation of the State Department's Bureau of Energy Resources as mandated by the Department's 2010 Quadrennial Diplomacy and Development Review, serves as another key character.

So too does Neil Brown, a former top-level staffer for Sen. Richard Lugar (R-IN) who now works at the private equity firm Kohlberg Kravis Roberts (KKR).

Brown now works with former CIA Director David Petraeus at the KKR Global Institute, where he serves as Director of Policy and Research, and formerly served as senior-level staff for the U.S. Senate Committee on Foreign Relations. He also stillserves as a senior advisor for Goldwyn Global Strategies, according to the firm's website.

Energy Dipomacy and Security ActA May 2009 email written by top Clinton advisor Cheryl Mills, in which she shared an early draft of the job description for International Energy Coordinator (redacted in the email), points to the origins of the idea behind the job. That is, it actually came from Lugar and Mills wrote that it would continue to "fulfill the mission outlined by the legislation" he introduced.

Mills was referring to the Energy Diplomacy and Security Act of 2006 and 2007, bills introduced by Lugar and co-sponsored by then-Senators Barack Obama, Joe Biden and Chuck Hagel, among others. Defense Secretary Hagel formerly served as Chairman for the Atlantic Council and sat on the Board for Chevron, one of Atlantic Council's top funders.

That bill called for the creation of the International Energy Coordinator position.

Neither of those bills passed. Instead, the measure was inserted into the broader Energy Independence and Security Act of 2007 as Section 931. Lobbying records show Marathon Oil, ExxonMobil and Goldman Sachs all lobbied for both the original bill and the omnibus bill, with scores of other oil and gas companies also lobbying for the latter.

Lugar announced the bill for the first time at a Brookings Institution event in March 2006 at an convening moderated by Carlos Pascual, then Vice President and Director of Foreign Policy Studies for Brookings.

In October 2006, Gregory Manuel — who now works at MNL Partners, a clean energy project development and finance shop focused on China — became the first ever International Energy Coordinator for the Bush Administration State Department. The Manuel announcement occurred the same month as the powerful Council on Foreign Relations (CFR), heavily funded by the oil and gas industry, published a report advocating for the creation of a similar position within the White House's National Security Council.

David Goldwyn, future International Energy Coordinator, sat on the task force (with current Secreatry of Energy Ernest Moniz) that authored the report and called for creation of the job.

Goldwyn also co-wrote a two-page "Additional View" section, which reads "We subscribe to the report’s analysis and recommendations, but the report understates the gravity of the threat that energy dependence poses to U.S. national security...All told, an incremental approach to the challenge—as advocated in this report—will not be adequate."

At her 2009 confirmation hearing in front of the Senate Committee on Foreign Relations, then-Committee Chair Lugar asked Clinton if she intended to continue funding the position. She confirmed she did, and not long thereafter followed through on the promise — by hiring Goldwyn.

Both Clinton and Goldwyn did not respond to repeated requests for comment for this story.

"Mexico Rising"An October 2009 email written by Mills mentions "engaging with...Mexico" as among Goldwyn's top "energy security priorities." Congressional testimony he delivered in April 2013 confirmed Goldwyn initiated energy reform efforts in Mexico while at the State Department, as did a story published a couple weeks later by Reuters.

A State Department diplomatic cable unearthed by Wikileaks sheds further light on Goldwyn's efforts in Mexico.

"Mexico officials remain extremely sensitive about any public - especially US - comments regarding energy reform and production," reads a February 2010 "scenesetter" cable written by the U.S. Embassy in Mexico for Goldwyn's upcoming trip to Mexico. "We should retain the [u.S. government's] long-standing policy of not commenting publicly on these issues while quietly offering to provide assistance in areas of interest to the [Mexican government]."

At the time that cable was published, Carlos Pascual served as U.S. Ambassador to Mexico, a job he would eventually leave to become Goldwyn's successor as International Energy Coordinator. After leaving the State Department, Goldwyn continued that effort "to provide assistance" for energy reform alongside Neil Brown in the private sector.

One of the last things Brown did in the Senate before getting a job with Goldwyn was to co-author a December 21, 2012 U.S. Senate Committee on Foreign Relations reporton the then-proposed and since-passed U.S. Mexico Transboundary Hydrocarbon Agreement.

That agreement served as the first step of Mexico's energy reform efforts, which opened up offshore oil in the Gulf of Mexico to international oil and gas companies, and was lobbied for by the likes of ExxonMobil, Chevron, BP, the American Petroleum Institute, Independent Petroleum Producers of America and others.

Brown "worked on the [Mexico energy reform] issue...as lead Republican international energy aide in the Senate," according to Reuters and also went on a taxpayer-funded trip to Mexico during his last few months as a Foreign Relations Committee staffer.

Pascual also worked on the Transboundary issue when he was Ambassador, another Wikileaks cable reveals.

"Publicly, the [government of Mexico] will emphasize that the negotiations allow Mexico to defend its natural resources," reads the Pascual-authored cable titled, "Transboundary Reservoirs - A Window of Opportunity." "[M]any Mexicans consider oil a part of the country's DNA. A treaty would address these concerns and avoid any unnecessary irritants between the two countries."

Pascual then stated that, while the government of Mexico would posture one way to the people of Mexico, it intends to act in an entirely different way in terms of the policy it would push.

"[While the government of Mexico] will portray negotiations on trans-boundary reservoirs to the Mexican public as an effort to defend the country's natural resources, the government sees a treaty as an important opportunity for PEMEX to work with IOCs and gain expertise in deepwater drilling," he wrote. "For the first time in decades, the door to the USG's constructive engagement with Mexico on oil has opened a crack. It would be in our interests to take advantage of this opportunity."

Not long after Brown left his Foreign Relations Committee job, Goldwyn and Brown co-authored a report for the Brookings Institution in August 2013, "Time to Implement the U.S.-Mexico Transboundary Hydrocarbons Agreement — Congress: Drop the Poison Pill." The bill would pass months later and be signed into law by President Obama.

They also co-authored a report a year later for the Atlantic Council, "Mexico's Energy Reforms: Ready to Launch." Goldwyn also published a December 2013 Atlantic Council report, "Mexico Rising: Comprehensive Energy Reform At Last?," which came out just one week after Mexico's legislature passed constitutional reforms opening up its oil and gas spigot to international drillers.

Cashing InGoldwyn, Pascual and Brown now stand to gain financially from the Mexico energy reform architecture they helped envision and construct.

Goldwyn

Goldwyn works of-counsel for Sutherland Asbill & Brennan, a firm that helped theEnterprise Product Partners become the first company to get a permit to export processed oil condensate from the U.S. Department of Commerce in June 2014. In a biography appearing at the end of a September 2014 presentation he delivered to theU.S. Energy Information Administration, Sutherland partner Jacob Dweck disclosed he is presently "assisting clients" looking to export crude oil "as part of an exchange or swap."

Doing a "swap" means exporting U.S.-produced crude oil to Mexico and trading it with Mexican-produced oil, serving as a way to wedge open the door on the current ban on U.S. oil exports.

Dweck and his Sutherland colleague Shelley Wong both sat on the Brookings Institution Crude Oil Task Force co-chaired by Goldwyn. All three of them contributed to a September 2014 Brookings report calling for increased exports of U.S.-produced crude oil, which was written in reaction to another report they funded and released simultaneously written by National Economic Research Associates (NERA).

Just months later, Columbia University's Adrián Lajous released a 13-page white paper calling for U.S. crude oil exchanges with Mexico. In the acknowledgements for the paper, he thanked Dweck for "comments and suggestions that helped improve" it.

Pascual

Pascual now sits as a Fellow at an outfit many believe is industry-funded, but which does not disclose its funding on its website: Columbia University's Center on Global Energy Policy. The Center does, however, disclose it "welcomes support" from corporations. Both officials at Columbia and its spokesperson at BerlinRosin did not respond to repeated requests for comment on funding sent by DeSmog.

Besides Columbia, Pascual also works as Senior Vice President of Global Energy Affairs at IHS Inc., a for-profit consultancy business that provides analysis on behalf of corporate clients.

IHS has a unit devoted to "evaluating future options in Mexico with a scenarios-based approach built on quantitative and qualitative data to help shape a successful upstream entry strategy for Mexico that centers on the client’s specific needs," its website explains. "A variety of foreign companies – ranging from the Majors to Independents to service sector firms – are expressing interest in capitalizing on Mexico’s largely untapped resource potential in six major plays, including: deepwater, offshore gas, shale and marginal PUDs in conventional areas."

The Center on Global Energy Policy has also proven a friendly forum to promote energy reform efforts, which has both published pro-reform reports and also housed panels on the topic. Adrián Lajous, another Fellow at the center, formerly served as CEO for Pemex and wrote his own pro-reform paper in June 2014 bankrolled by none other than Goldman Sachs.

Pascual recently testified in front of the U.S. House Foreign Affairs Committee in support of energy reform efforts in Mexico wearing his IHS Inc. hat, with his placard referring to him as "Ambassador Pascual."

He had previously done the same thing on multiple occasions as head of the State Department's Bureau of Energy Resources when he was officially serving as an Ambassador.

Pascual denied comment for this story. But Jeff Marn, energy and natural resources spokesman for IHS, told DeSmog "We do research on several topics around the world, energy among them. But we don’t have a 'stake' in any development or outcome."

IHS, though, does take huge batches of industry funding for its reports. A case in point: its two recent studies on U.S. oil exports, both of which were funded by companies ranging from ExxonMobil, Chesapeake Energy, ConocoPhillips, Chevron, Halliburton and many other companies.

Brown

KKR, where Brown now works, has already put its feet on the ground to profit from energy reform efforts in Mexico. This may explain why Brown and Petraeus co-wrote a July 2014 opinion piece published by the Houston Chronicle titled, "Mexico's miracle: Political productivity."

In December 2014, Petraeus and colleagues from KKR took a trip to Mexico and expressed excitement over the "promise that the financial community sees in this country."

“Obviously we’re looking very closely at the energy space, upstream and downstream production, the entire gamut of that,” Petraeus told Bloomberg at the time.



His trip to Mexico came just two months after he co-authored a CFR report withRobert Zoellick (former head of the World Bank, now a chairman of international advisors at Goldman Sachs) calling for the "integration" of North America's energy markets.

Just months later, KKR announced the launch of a joint venture with Monterra Energy, a new start-up created in the aftermath of Mexico's energy reforms. KKR will serve as financier for the development of midstream oil and gas assets (like pipelines and related delivery infrastructure) owned by Monterra in Mexico.

Brown and KKR did not respond to repeated requests for comment.

"Integration""Integration" is where the story comes full circle. In March 2009, Lugar introduced legislation that would create a "Western Hemisphere Energy Cooperation Forum," a concept recycled from section six of the initial Energy Diplomacy and Security Act.

That Forum, had the bill passed, would have served to "strengthen integration among countries in the Western Hemisphere through closer cooperation." It was lobbied for by Marathon Oil, one of only 26 companies approved to bid for shallow water oil and gas reserves in Mexico during its recent July auction.

Lugar introduced the concept of the Forum, like the International Energy Coordinator idea, during his 2006 Brookings address moderated by Pascual.

Although it never became a piece of congressional legislation, it did become the de facto law of the land as a chapter in the U.S. Department of Energy's recently-releasedQuadrenial Energy Review (QER).

Most recently, Goldwyn, Pascual and Brown all sat on Atlantic Council's Task Force on the U.S. Energy Boom and National Security. That Task Force, co-directed by Godlwyn, released a report pointing to the QER to advocate for "infrastructure and policy integration" with Mexico.

Hillary Clinton recently released her energy and climate plans for her presidential campaign, lauded by some.

But to date, she has not commented on the energy reform efforts in Mexico her State Department helped spearhead, which will usher in more deepwater offshore drilling in the Gulf of Mexico and onshore fracking in Mexico's portion of the Eagle Ford Shale basin. It will also flood the electricity grid with fracked gas emanating from the U.S., a fact proudly proclaimed by Goldwyn and the U.S. Department of Energy.

"[A]s secretary of state, we know that there was quite a revolving door between the oil and gas lobby and her people at State and on her previous campaign staff," Naomi Klein, author of the book "This Changes Everything: Capitalism vs. the Climate," said in a recent appearance on Democracy Now! "And I think there’s real reason for concern about whether or not she would be willing to stand up to the oil and gas lobby on Keystone, on Arctic drilling, [or] on any...other issues."

One thing appears certain: those who laid the groundwork for energy reforms in Mexico have created a perfect climate to profit from the fruits of their labor.

 
DeSmog is yet another one of the FOIA plaintiffs who was stonewalled for FIVE years by State and was never told that Hillary had a secret stash of public records.

This is a liberal, environmentalist group and they are also currently seeking Hillary's records on Keystone.

 
Hillary Clinton swears: I turned over all my required e-mailsDemocratic presidential front-runner Hillary Rodham Clinton, facing questions over her use of a private e-mail system while secretary of state, signed a statement over the weekend declaring “under penalty of perjury” that she has turned over to the government all of the e-mails that were federal records.

The statement, submitted Monday by the State Department to a federal court, matches what she and her campaign have been saying for months about her exclusive use of a private e-mail account and server to conduct public business.

But it comes as Republicans have charged that Clinton might have withheld some correspondence that should have been part of the public record.

Clinton’s e-mail practices have also drawn scrutiny in recent days from the FBI, which is examining the security of the setup in the wake of a finding by government officials that classified material was sent through the system. Officials have said Clinton is not a target.

In a statement that begins, “I, Hillary Rodham Clinton, declare under penalty of perjury that the following is true and correct,” Clinton also acknowledges that her top aide, Huma Abedin, used an account on the same private domain for public business. She states that another aide, Cheryl Mills, did not use the @clintonemail.com domain.

In October 2014, 20 months after Clinton stepped down, the State Department asked her and other former secretaries of state to turn over any public records that they still held, to preserve the historical record and assist in responding to records requests. Those requests included a congressional inquiry into September 2012 attacks on two U.S. compounds in Benghazi, Libya.

Clinton has said that she and her lawyer examined the private e-mails and turned over all those that dealt with public business. In her new declaration, she writes that she directed that all e-mails that “were or potentially were” federal records be provided to the State Department. She turned over more than 30,000 e-mails, which are now being vetted and gradually released publicly.

Clinton has said she chose not to keep the remaining e-mails, indicating they dealt exclusively with personal matters.

The declaration comes as part of a separate public records lawsuit brought by the conservative advocacy group Judicial Watch related to Abedin’s employment status as a Clinton aide in the State Department.

That suit was dismissed in March, after the State Department indicated it had no additional records to release.

Federal District Court Judge Emmet G. Sullivan reopened the case in June, citing the possibility that additional records existed among Clinton’s personal e-mails. He has since asked sharp questions about Clinton’s e-mail setup and, on July 31, ordered the State Department to seek a declaration from Clinton that she had handed over all her public documents.

Sullivan has also ordered that the State Department identify all servers, accounts, hard drives or other devices that may contain documents related to Judicial Watch’s request and that Clinton, Abedin and Mills describe, under penalty of perjury, how they used the private server to conduct public business.

I am one that would be happy to hop back over to the Red if they can stop catering to the nutjobs of the world. Offer solutions for things that matter instead of drumming up mind numbing concocted controversies on social topics.

- Fwiw it took me a little while to see what was going on here but the long and the short of it the claim, from DeSmog, a liberal environmentalist group that was shocked to learn its FOIA requests had been stiffarmed for years because they did not know that State did not have Hillary's, Mills' or Abedin's emails, pushed Mexico to privatize Pemex and legalize offshore drilling in the Gulf of Mexico.

Apparently this was accomplished by bringing in three aides, apparently one of the applications was redacted by State for no reason. They coordinated the privatization and then went into the private market to profit with the firms that invested in the privatization.

Incredibly one of the aides, Goodwyn, was using a private email account for a private corporation even while he was a public employee with State.

I might have botched some of that but that's the gist I think. I know DeSmog is still awaiting records on Keystone.

When Hillary Clinton ditched government email in favor of a secret, personal address, it wasn't just an affront to Obama's vaunted transparency agenda—security experts consulted by Gawker have laid out a litany of potential threats that may have exposed her email conversations to potential interception by hackers and foreign intelligence agencies.

"It is almost certain that at least some of the emails hosted at clintonemails.com were intercepted," independent security expert and developer Nic Cubrilovic told Gawker.

Within the instant classic "ClintonEmail.com" domain, it appears there are three separate servers. The domain's blank landing page is hosted by Confluence Networks, a web firm in the British Virgin Islands, known for monetizing expired domain names and spam.

But the real worry comes from two other public-facing ClintonEmail.com subdomains, which can allow anyone with the right URL to try to sign in.
- The story about the China hacks deals with public officials using private emails accounts, which for nearly everyone would have been or should have been at worst just partial and hopefully entirely private.

Hillary of course was 100% on her private server for all her work, that's been established.

Sure, that's a possible alternative, it just doesn't seem like the most likely conclusion given what we know so far.

I mean, there is zero doubt that Hillary did something colossally stupid in having the private server, which casts doubt on her judgment. It was also, more than likely, illegal in a number of ways. Finally, she has lied about the exact details more than once at this point, since much of what she has said is mutually exclusive and can't all be true.

All of this is being investigated and pursued on several fronts. Some may call it political and a waste of money. Even if this is the case, like some argue here, we should give those investigating this the benefit of the doubt. All should agree, though, that Hillary did herself a disservice by using a private email server for government business.

The only thing I've seen in her actual campaign that's out of bounds or unethical with regard to campaign law is probably her campaign coordinating illegally with the two Super-Pac groups which David Brock has been connected to. The above is just a news item. I try not to drop overtly negative stuff into the other thread and leave that for politics. - eta - I thought about it and you're right it's a political issue, I will mover it to the other thread.   • Mishandling of classified information.
  • Whether there were security breaches such as by hacking.
We know the first happened. Waiting on confirmation of the second but we know it's likely.

You mean has the FBI or DOJ issued a report yet? No. I'm guessing most never predicted the FBI getting involved, but they only got started last week. My guess is this goes into possibly the last days of Obama's term.

On your second question, no I doubt it, there are 35 different lawsuits involving news agencies, citizens groups and bloggers. Yes, Congress is involved on the Libya investigation, and is talking about creating a second committee on the security issues, but I think the courts and intelligence agencies will move this stuff along. Those are all separate tracks.

I haven't heard anything noteworthy about Hillary's campaign funding. Admittedly, it's hard to keep up with the entire constellation of scandals and sketchy behavior that revolves around her, but anything involving her campaign finances would be news to me.

FBI Visits Denver Company Regarding Hillary Clinton EmailsDENVER (CBS4) – A Colorado company is now a part of the investigation into Hillary Clinton’s private email system. The FBI is looking into the security of the server she used while she was secretary of state.

A Denver company called Platte River Networks was handling the email of the secretary of state of the U.S., but it wasn’t a government account. It was a private account and it’s raising questions about security.

Last week FBI agents visited Platte River Networks which was involved in handling the Clinton email accounts. Sources related to that visit told CBS4 Investigator Rick Sallinger the company has been asked to preserve any information related to the emails involving Bill and Hillary Clinton.

The company’s website lists awards including for being among the best Colorado businesses and places to work. But Metro State University Assistant Professor of Computer Information Systems Dr. Edgar Maldonado says there are questions about what security protocols were in place.

“I would say it’s not the best choice,” Maldonado said.

The FBI would not comment on its contact with the Denver company.

The inspector general for the intelligence community had been looking into the Clinton emails. It then made a referral to the justice department which led to the FBI visit.

One issue is whether Platte River Networks could have backup copies of Clinton emails that were deleted. Classified information has reportedly been found on the private server in her home.

“i did not email any classified material,” Hillary Clinton said.

CBS4 sought a comment from Platte River Networks, but the company indicated it would have nothing to say. At this point the FBI is in the information gathering stage.

Despite the visit by the FBI, there is no formal investigation at this time. They are just trying to determine if one is warranted.

Well Platte River Services did pretty well in a statewide review of IT services. It finished as one of 4 runner-ups of the best IT services companies in Colorado. So not the best, but right up there in the Top 5 in the state. Why did the Clinton IT team go there? Who knows.

You really have to check out the site to see how imposing this must have been for Russian, Chinese and Korean hackers.

As pressure builds on Hillary Clinton to explain her official use of personal email while serving as secretary of state, she faced new complications Tuesday. It was disclosed her top aides are being drawn into a burgeoning federal inquiry and that two emails on her private account have been classified as “Top Secret.”

The inspector general for the Intelligence Community notified senior members of Congress that two of four classified emails discovered on the server Clinton maintained at her New York home contained material deemed to be in one of the highest security classifications - more sensitive than previously known.

The notice came as the State Department inspector general’s office acknowledged that it is reviewing the use of “personal communications hardware and software” by Clinton’s former top aides after requests from Congress.

“We will follow the facts wherever they lead, to include former aides and associates, as appropriate,” said Douglas Welty, a spokesman for the State Department’s inspector general.

Despite the acknowledgment, the State Department inspector general’s office has left numerous unanswered questions, including exactly who and what is being investigated. The office initially declined to comment and referred questions to the Intelligence Community inspector general’s office, which said it is not currently involved in any inquiry into aides and is being denied full access to aides’ emails by the State Department. Clinton, herself, is not a target.

The expanding inquiry threatens to further erode Clinton’s standing as the front-runner for the Democratic presidential nomination. Since her reliance on private email was revealed in March, polls in crucial swing states show that increasing numbers of voters say Clinton is not honest and trustworthy, in part, because of her use of private emails.

Sen. Chuck Grassley, the Republican chairman of the Judiciary Committee, wants Clinton and her aides to “come clean and cough up” information about their personal email use.

“Both the State Department and Intelligence Community inspectors general should be looking into the staff use of the Clinton private server for official State Department business. This means giving both inspectors general access and custody of all emails that haven’t already been deleted,” said Grassley of Iowa. “From what is publicly known, it appears that the investigation thus far has focused so much on the former secretary of state, that it’s gotten lost that high-level staff apparently also used this server too.”

At least four top aides have turned over records, including copies of work emails on personal accounts, to the State Department, which is collecting them in response to a subpoena from Capitol Hill, according to the department. Lawmakers have demanded records, including personal emails, from six other aides, but it’s unknown whether they used personal email for work.

Three Republican Senate committee chairmen _ Richard Burr of North Carolina, Bob Corker of Tennessee and Ron Johnson of Wisconsin _ requested in March that both inspector generals conduct an audit of aides’ personal emails.

“As outlined in the joint letter with his colleagues, Chairman Burr has expressed concern that State Department aides may have transmitted sensitive or classified information in an insecure manner,” Burr spokesman Becca Glover Watkins said. “Chairman Burr expects that the IGs will conduct their investigations as requested.”

But it’s not clear that’s being done.

Welty initially said the Intelligence Community inspector general, which had already been looking into the issue of whether classified information has been improperly shared with or by Clinton, has taken responsibility for deciding which emails to review, from whom and determining their classification.

However, Andrea Williams, a spokeswoman for the Intelligence Community Inspector General, said that office “never had access to any emails other than those provided to the State Department by former Secretary Clinton.”

But she said her office could get involved. “The intent is not to just focus on Clinton,” Williams said.

An impasse remains between the State Department and the Intelligence Community’s inspector general over whether the intelligence watchdog should be provided copies of emails due to jurisdictional issues. The State Department has provided records to its Inspector General. A State Department spokesman declined to comment on the issue.

Revelations that dozens of Clinton’s emails now include classified information has prompted an FBI inquiry into whether classified information was improperly stored on her private server and a thumb drive held by her attorney. The news has sparked fear among national security experts that the federal government’s secrets may have been exposed or even hacked. However, the two inspectors general said the material in Clinton’s email was not marked as classified at the time. The FBI declined to comment.

Clinton, which has repeatedly denied she ever sent or received classified information, has attempted to downplay the scrutiny as mere partisan attacks, but questions about her judgment and motive for setting up a private server in her Chappaqua house in 2009 continue to dog her. Her campaign declined to comment.

The case is more complicated because of Clinton’s prominence. A former secretary of state, senator and first lady, Clinton has friends and connections throughout the administration and on Capitol Hill.

“I think the headline is that there's nothing but murkiness and non-answers from the State Department,” said Bradley Moss, a lawyer who is representing Gawker, a media organization suing for access to one aide’s emails. “I think the State Department is figuring this out as it goes along, which is exactly why no one should be using personal email to conduct government business.”

In March, the House committee investigating the fatal attacks in Benghazi, Libya, in 2012 subpoenaed records, including personal emails relating to official business, from 10 Clinton aides at the State Department about Libya for a two-year period. In turn, the department asked them for records.

Administration officials and Clinton aides have declined to provide a full list of which aides used personal email for government business or who might have had an email account on Clinton’s personal server.

Clinton acknowledged that Huma Abedin, her deputy chief of staff and one of Clinton’s closest confidants, had an account on her personal server in a sworn affidavit filed Monday in a Freedom of Information lawsuit seeking State Department records.

Clinton’s affidavit was her first disclosure that any of her former aides used personal accounts or accounts on her personal server to conduct business. Clinton said that her chief of staff, Cheryl Mills, did not have an account on the server.

Mills, Jake Sullivan, also a deputy chief of staff, and Deputy Assistant Secretary of State Philippe Reines have turned over records to the State Department, including personal emails, in response to a subpoena by the House committee investigating the fatal attacks in Benghazi, Libya in 2012, according to the State Department.

Mills had planned to delete her emails after submitting them to the State Department, according to an Aug. 6 letter from her attorney to the State Department submitted as evidence in the Freedom of Information suit by Judicial Watch, a conservative public interest group that also has sued the State Department seeking Clinton aides’ emails. Her attorneys planned to keep a copy.

But U.S. District Court Judge Emmet Sullivan, who is presiding over the suit, issued an order Friday instructing the State Department to direct Clinton, Mills and Abedin not to destroy any records.

Reines and Sullivan did not respond to messages nor did attorneys for Mills and Abedin.

Clinton has turned over 30,490 work emails to the State Department in response to a request from the agency, but said that she deleted another 31,830 personal emails.

But in June, after Clinton’s longtime confidant Sidney Blumenthal gave the House committee emails between him and the former secretary of state, the State Department realized it was missing all or part of 15 emails.

The Intelligence Community’s inspector general requested that the FBI scrutinize the security implications of Clinton’s use of the private email after determining that at least five emails containing classified information had been stored on her private server, including one email that State Department officials inadvertently released in response to a public records lawsuit. Two others are under review for final classification.

I. Charles McCullough III, the inspector general for the intelligence community, said State Department officials had warned that there were “potentially hundreds of classified emails” on Clinton’s private server.

The State Department has begun to release Clinton’s emails in response to a public records lawsuit. Clinton said that the use of personal email by State Department employees was permitted at the time, but State Department and White House officials decline to say whether she sought or received prior approval from anyone or whether anyone objected to it later.

The National Archives’ regulations permit the use of personal email for government business, but mandates that records must be kept.

Sensitive compartmented information (SCI) is a type of classified information controlled through formal systems established by the Director of National Intelligence. To access SCI, one must first have a favorable SSBI and be granted SCI eligibility. Because the SSBI is also used to grant collateral top secret eligibility, two are often granted together and written TS/SCI. Access to individual SCI control systems, compartments, and subcompartments may then be granted by the owner of that information. Note that additional investigation or adjudication may be required.

In general, military personnel and civilian employees (government and contractor) do not publish the individual compartments for which they are cleared. While this information is not classified, specific compartment listings may reveal sensitive information when correlated with an individual's résumé. Therefore, it is sufficient to declare that a candidate possesses a TS/SCI clearance with a polygraph.

Sensitivity is based upon a calculation of the damage to national security that the release of the information would cause. The United States has three levels of classification: Confidential, Secret, and Top Secret. Each level of classification indicates an increasing degree of sensitivity. Thus, if one holds a Top Secret security clearance, one is allowed to handle information up to the level of Top Secret, including Secret and Confidential information.
