Let's say a ball carrier is stopped at the 20 and pushed back to the 15, at this point he breaks free and runs laterally for a few yards and the turns back upfield and gets back to the 18 where he is downed.

yes, but occasionally the whistle isn't blown...especially on a play where the carrier is hit and stumbles backwards without being wrapped up.
