Why is Charles not getting more carries as Jones is struggling?

Would really enjoy the pressers after a couple losses where Jones had 20 touches and Charles had 15. He'd never get away with it in New York or Philly.

I live in Oakland, but I'm only a Raider fan to the extent that the fleecing of the city which ruined the Coliseum for baseball and brought Al Davis and his awful team back to town requires me, as an Oakland taxpayer, to contribute to the decade-long debacle of Raider football.
