In 2 of my dynasty leagues, yes. They aren't part of the active roster, so why not?

Because they are not injured, maybe?I guess there is no right or wrong on this, but our league doesn't reward teams with suspended players by allowing them to be stashed in an injured reserve spot. It's an interesting dilemma though.
