Help finding a League Site for desired format (1 Viewer)

I'm looking for any other websites that allow you to run a league as follows:

  • Tournament style option only allows each player to be started X number of times per season.  all players available to everyone but they can only be used 1 time per season.  fill out a weekly lineup.
right now I can only find MFL with that format... is there any other website that runs something similar?
