Help needed with waiver/FA system (1 Viewer)

In the past most of the leagues Ive played used a free agent system in which it was 1st come, 1st serve. And waivers were handled with a worst team goes 1st system.

I'd like to get away from that this year and implement a system using some type of bidding as I've seen some of you guys discuss. But how does this work? Is there a predetermined amount that you can use for bidding over the course of the season. For example, each person has up to $100 to bid on free agents for the year (just throwing a number out).

Each team has say $1000 fictional dollars.

You must submit a list of add/drops and the $ you will pay by a certain point in the week, usually Wed-Fri. It is a "blind" system - meaning you can't see other people's bids.

Whatever you bid on a player is what you must pay (if you are high bidder). If I bid $2 and you bid $1 for Gado, he's mine for $2. If I bid $50 and you bid $5, I still pay $50.

You must also state who is your drop if you get the guy.
