I have a draft in four hours and the scoring is HEAVILY favored towards WRs and RBs who also return kicks. I cannot find any source that provides which players will also be kick returners.

Search return or returners in subject titles, there's a couple good threads on this.

Wes Welker and Dante Hall are the only confirmed returners that will also catch passes to my knowledge.

Santana Moss, Steve Smith, Wes Welker are all guys who've in the past returned kicks/punts and done quite well.
