How to handle rookie picks if league drops from 12 to 10 teams? (1 Viewer)

So I've got a 12 team PPR dynasty league where 2 owners dumped their teams. To make matters worse, one of the owners traded away his future picks without paying (a mistake I won't let happen again, but trusted him as he was in 5 leagues, quit them all too)

So commishes or owners who have played in a league where you dropped from 12 to 10 teams, how did you guys handle the draft picks from the teams that are no longer in the league (but those picks were traded to another team)

I want to figure out the fairest solution.

And if anyone asks, I'm all for dispersal drafts, but the 2 teams are so void of dynasty talent I don't see enough in the free agent pool to field one good team, much less 2 teams. :(

Any thoughts/suggestions are greatly appreciated!!!

 
Haven't had this come up, but if I was commish, I would run this year's rookie draft as if there were 12 teams but just skip the picks that nobody owns (aka owned by the contracted teams).

If a traded pick was supposed to be 1.04 for example, I would still let the owner who traded for that pick have the 1.04.

If one of the contracted teams owned the 1.08, I would set the draft up to go from 1-12, but just skip the 1.08 when it was on the clock.

 
But what about the returning owners who traded FOR one of those teams who had a rookie pick. I don't want to short change them since they (in theory at least) moved a player for a pick last year. Oh, missed that about let the player still have that pick. Gotcha.
