OK, I understand; if you talking about a possible military intervention, I get it. The hawk wants to go to war, the dove does not.
But then there's this, from a news story by Reuters and the headline taken from the story by Yahoo News.

So the hawk is someone who wants to trim the stimulus and presumably the doves are the others. Why wouldn't he hawk be the one who wants to increase the stimulus and inject more cash into the economy? Stupid Reuters.
