For leagues where you play one kicker and one defensive unit, which one one average, scores more points in your league?

I picked Defense for the poll but that's inexact. Looking at scoring from 2003 and 2005--the top two starting kickers were highest scoring, when most of the starting defenses and then the remaining starting kickers. In 2004, it was the top two defenses, then a few kickers before remaining D's and PK's. Overall the D/ST's scored more and their VBD's were higher other than the top kickers.
