I say yes.

He turned around the worst expansion franchise in the major sports leagues, a team stuck in the same division as the Yankees and Red Sox, culminating in a trip to the World Series

He was at the helm for the breaking of the longest championship drought in the history of professional sports.

His lingering impact is the use of the super-utility player. Ben Zobrist did not make it to the major leagues until he was twenty-five years old because he had no set position. Joe played him everywhere and Zobrist dropped an 8 WAR season, and lasted in the league until he was almost forty.

Davey Johnson (1372-1071 with a championship) should also be in this discussion.  His 301 wins over .500 is more than any non-HOF manager.

 
Pants Rowland!  16th highest winning pct of all time and a WS plus the white sox immediately collapsed and created the worst stain on the history of the game without him.
