Who are your other keepers?  PPR?  2RB, 2WR, and Flex?

I would probably keep Thomas in a PPR and Chubb in a standard as well depending on who else you have on your roster.

What are the keeper costs (round lost, salary cap, length of time being able to be kept)?  I would go with Chubb because I can find WR's easier than RB's usually.
