kickoff out of bounds rule (1 Viewer)

Way back when they instituted the kickoff out of bounds rule, the ball came out to the 35-yard line. At that time the kickoff was from the 35. When they moved the kickoff back to the 30, the ball then came out to the 40-yard line after being kicked out of bounds, and they specifically said it was because the rule was 30 yards from the kickoff spot, not to a specific yard line.

So now the kickoff is back to the 35-yard line, but they still bring it out to the 40? w.t.f.?

Sorry if that was hard to follow.

 
I just don't understand why the receiving team is allowed to stand out of bounds and touch the ball while it's in play and that's considered an out of bounds kick.

 
They changed the rule from 30 yards to 25 yards from the spot of the kick for kickoffs, but left it at 30 for Safety Kicks.

Penalty: For a kickoff out of bounds: The receiving team may elect to take possession of the ball 25 yards from the spot of the kick or at the out-of-bounds spot. Penalty: For a safety kick out of bounds: The receiving team may elect to take possession of the ball 30 yards from the spot of the kick or at the out-of-bounds spot.
This is the reasoning I read on one site:
Prevents teams with especially poor kickoff coverage units from taking advantage of the new rule by intentionally kicking out-of-bounds.
