Just my speculation but I'd guess Buckhalter though I wouldn't be surprised to see Buckhalter and Hillis in more of a time share.

How is Hillis behind Jordan on the depth chart??
Jordan at #2 is laughable. I though the guy should have been cut. He has no business at the #2 spot ahead of Peyton Hillis or even a 1-legged Moreno, IMO.
I think Hillis is a tough guy to slot into a depth chart position. He's #3 as a pure halfback, but he's the first team FB in 2 back sets, and he will see plenty of time as an "H-back", where he lines up all over the field. I wouldn't worry about this much.
He is Active. Never heard of 4 RBs starting but then Hillis is listed as a FB. Bucky is likely#1 till Moreno goes nuts once. Hillis is best 3rd down back. Obviously, Moreno can't be used on 3rd down. How could have learned how to pass block when he couldn't practice. .
He was lauded for his pass blocking skills by McDaniels prior to training camp. Not sure if he gets many reps as a #3 RB this week but I wouldn't be surprised.
