This one is tough because we haven't seen what Shepard is going to look like as a number one WR... but given the sheer volume of his targets and his fantasy playoff matchups, I'd go with Shepard. I do really like Kupp though and he's going to continue to see ~6 targets / game, likely converting those into an average of 4 receptions. I just think Shepard has more upside as the top option on a team with a bad running game.
I'm afraid Shepard is going to be miscast as the #1 WR on his team, but as allgar said he's going to get a ton of targets just because of his situation, hard to ignore that in a PPR. Kupp is one of several mouths to feed, and that offense runs through Gurley now. I'd rather Shepard
I like Shepard. I just think he'll see a lot of volume. Granted, he'll still be a WR3 but there's greater upside because of the volume. If you want to pick up both, I would still hold on Adams for another week.
