If you've got enough people, do two 10-12 team leagues with a week 15 championship. Then have week 16 be League 1 champ vs. League 2 champ for overall office champion. Yahoo should be fine for this, you may just have to add to add it all up manually week 16.

If you don't have enough people to do that, then you probably will be okay with a 16-team league and a couple co-owners.

The key to an office league, especially if there are lots of more casual football/fantasy fans, is to have a lot of teams in the playoffs so people don't lose interest.
