I expect Williams will be the 1st-2nd down replacement. Only reason Kion Wilson got in there Sunday is because he was active and Vince wasn't(Willams doesn't play teams as well as Kion, according to the coaches).
Neither is likely to be much of anything as a 2-down guy playing next to Timmons, in my mind. Williams is the add for long-term payoff of those two for sure, but the Steelers haven't completely cut the cord on Sean Spence yet either. Weird crap happens sometimes.

I would assume Williams gets his shot, but I don't think the replacement is on the roster at the moment. I'm betting we see at least a couple LB's visiting PIttsburgh this week. I'm not a fan of Williams long term and I don't think Wilson holds any value.
I was a huge Sean Spence fan, but his knee injury was gruesome. I doubt he ever returns to the player he once was. I'd put the chances of him being an effective NFL LB at less than 10%.
Jene actually spoke about Vince Williams in one of the pre-season IDP podcast, having him on his "watch list" but describing him as a run stopping LB. Guess his coverage skills are the big question here.
