Please help me figure this out....
John and Jane and divorced and have two kids. Per court order, John has to carry medical insurance for both kids and gets to claim one as a dependent when filing (joint custody).
John remarries Barbara and adds three additional kids to the mix bringing the total to 5 kids. Barbara has insurance for their family of seven via her employer. Barbara's employer notifies her they are terminating insurance in 30 days and that she will need to get a marketplace plan. Barbara can not afford to pay $1500 a month for insurance but is eligible for an ACA subsidy. Barbara applies for insurance via the Marketplace but is told she can't carry one of John/Jane's children because John/Barbara don't claim that child when filing.
Jane claims said child and also has a Marketplace plan and gets a subsidy. Said child would likely get kicked to state Medicaid if she adds the child but then rejected for Medicaid because the Fed/State numbers don't jive. Per court order she's not responsible to pay anyway.
So basically we have a state court order requiring John to pay all medical expenses (and not tax claim one child) but the ACA doesn't allow for that. What's the solution?

1. John is self-employed and doesn't have access to employer insurance.
2. John is a stay at home dad.
3. John is in prison.
