NFL Obsession Keeper League - 7th Season

We are looking to have a dispersal draft as soon as we locate 3 new owners.
Then we will vote on the full draft date, which typically falls in August.
On most fronts, we play by standard rules.
12 Owners, $50 Fees, Full Payouts, PPR Scoring.
20 Roster Spots, with 9 Starters: QB, 2RB, 2WR, TE, RB/WR/TE, K, DEF.
Owners from several states and countries; Online slow draft.

The two things that make this league stand out are:
1. We vote on trades. Most of the owners seem to maintain the opinion that all trades should be approved unless collusion is involved. But we don't exclude those who feel that certain bad trades can be considered destructive to the league. Either way, all trades are held to a vote, and we expect quick owner participation for quick resolutions.
2. Our keeper rules allow for a proven mix of yearly franchise building, while still allowing enough redraft for bad teams to rebuild themselves. Each year, each owner is allowed up to 1 "Franchise Keeper", and up to 5 "Restricted Keepers". The "Franchise Keeper" does not cost you a draft pick, and can only be kept for 1 year before they must return to the draft. Each of the "Restricted Keepers" will cost you a draft pick of 2 rounds earlier than where they were drafted the previous year. (see the rules for a more detailed explanation...).
We had some good keepers left behind from the 3 owners who left. Some of the notable Franchise Keepers include Matt Ryan, Levon Bell, Montee Ball, and Julio Jones. Some of the many notable Restricted Keepers include R.Cobb (7th round pick), Torrey Smith (8th), M.Wheaton (11th), Terrance Williams (13th), A.Morris (14th), Julius.Thomas (12th), Antonio Brown (7th), C.Shorts (10th), etc. And most of the truely elite players are not eligible as keepers, and will still be available in the full draft. In the full draft, the 3 new owners will have a choice between the 2nd, 3rd, and 4th draft position. The three new owners should be able to begin right away with comparable rosters to the rest of the league.
