According to ESPN.com's Jorge Arangure, Major League Baseball has officially declared Cuban left-hander Arolids Chapman a free agent.

The 21-year-old Chapman is widely considered one of the top unsigned pitching talents in the world. He defected from Cuba several months ago and established residency in a small European country in order to gain access to the major leagues. I'd be shocked if the White Sox didn't make a push for the guy. They spent a ton of money to get Peavy / Rios, but they have some familiar faces there for him with Alexei Ramirez and Dayan Viciedo, so maybe than can help make it happen.
