May be a little bit more then you're looking to spend, but I just put together a 12 team, non-idp, tiered (.5/.75) ppr startup dynasty league using a custom template on MFL...buy-in is $75. I initially intended to use PayPal for all collections and payments, but I'm willing to reconsider and use LeagueSafe if others insist. Currently have 8 open spots...payouts and league link below:

Payouts:

1st Place: $350
2nd Place: $150
3rd Place: $75
Regular season champion: $50
Regular season points leader: $50
Weekly high scorer: $10 x 13 weeks = $130 total
NFL Survivor Pool winner - $25
Toilet Bowl winner - Supplemental pick 1.13
Toilet Bowl runner up - Supplemental pick 3.13

Cool...like I said, I'm definitely open to using LeagueSafe if it helps the league fill quicker. I have my reasons for preferring PayPal, but honestly, it's trivial when compared to owners that have been screwed over by a shady commissioner. Basically, I won a $15 pool in a league I was in last season, and I didn't have many realistic options when it came to collecting it due to the fees involved. Just ended up leaving it in LeagueSafe and carried it over to this season, but it was annoying at the time. Looking back on it, I only had myself to blame...if I had done better and won more then $15, it wouldn't have been much of an issue!

You're right...thanks for pointing that out. I've updated the settings and the roster requirements now reflect what's listed under the Rules (1QB, 1RB, 2WR, 1TE, 3Flex (RB,WR,TE), 1PK, 1DST). Going through every other setting now to make sure I didn't miss anything else. Copied the league from a 3 player keeper league I commission, and I apparently forgot to change a couple settings.
