I think the bigger issue is that teams often are way too attached to their mid and late round draft picks. Maybe that has to do with getting cheap backups/special teamers, etc but I don't think salary cap is a barrier at all in the case of a guy like Martin.The NFL should try to encourage trades. They are in the entertainment business and trades create interest and excitement and could help out teams like the Bucs who are, from all accounts, out of playoff contention early and they are willing to trade surplus players for picks or players that could help them in future seasons.
One obstacle impeding trades is the salary cap and that is one area that the NFL could provide incentives. Nothing major but why not have the NFL reduce the salary cap for older players by a certain percentage that would encourage trades but not skew the playing field dramatically but would allow veteran players on losing teams the opportunity to go to a contender so they could finish off the careers with a shot at a title and help out a team who is out of it?
To make it even more interesting why not make the NFL incentive go into effect only for trades that involve 3rd round draft picks or higher and only if the team trading a veteran player had a below .500 winning percentage to make sure that the rich don't get richer if say some top team was loaded at a position but were butted-up against the salary cap and wanted an easy out?

Square peg round hole. He doesn't fit the TB system, at all. He will be much better in St. L.Barron traded to the Rams, pretty big. He was a top-10 pick just two years ago, a disappointment so far.
