2024 Minority Rules 23rd Annual Edition

12 TEAMS
League Rules
I - Setup
• League play will be head to head via 3 DIVISIONS
• Regular season is 14 weeks, 'A' & 'B' playoffs are 15-16-17
• No Double Header Game Required
• Division Winners & 3 Wildcards make 'A' playoffs.
• All remaining teams make 'B' playoffs
• Playoff schedule week 15 for 'A' is Division Winners with the 2 best records get byes, 3rd Division winner plays lowest seeded WC, other 2 WC teams play. Week 16 top seeded Division Winner plays lowest seeded advancer.
• Playoff schedule week 15 for 'B' is similar to 'A' setup, where the 2 highest seeded teams get byes.
• Week 17 is "Ethnic Bowl 23" for 'A'. 'B' championship as well.
• Though teams may be eliminated from playoffs, lineups are required due to total point standings. In the event of a playoff tie game, home team (higher seed) wins.

II - Draft
• Draft will be serpentine on Friday 8/30/2024 @ 6.30pET
• Random dice roll will determine the draft order. (https://www.rpglibrary.org/software/securedice)
• The time limit for each pick will be 65 seconds via the CBSSportsline.com draft board, don't dawdle!
• The draft will last 18 rounds, enough to fill each team's roster. In the event that a team trades draft picks, they must receive equal picks back, so as to pick 18 players.

III - Roster Requirements and Starting Lineups
• The roster maximum will be 20 players for all teams, you may have less players after draft.
• There are 2 injured reserve spots to be used EXCLUSIVELY for IR Designated Players. Please police yourself responsibly, as your lineup may not be valid without proper designation.
• The standard starting lineup will be:
1 QB, 2 RB, 2 WR, 1 TE, 1 Flex (RB/WR/TE) 1 K, and 1 D/ST.
• Starting lineups are locked 5 minutes prior to each individual players' kickoff.

You can draft 18 players at any position.

IV - Scoring Systems
Basic Scoring Offense:
• Passing TD's 4 pts. (1 pt. Bonus for 50+ yds.)
• Rushing & Receiving TDs - 6 pts. (1 pt. Bonus for 50+ yds.)
• Passing, Rushing, Receiving 2 pt. Conversion - 2 pts.
• 2 Passing yds. - .1 pt.
• 1 Rush/Rec yds. - .1 pt.
• 1 Reception - .5 pts.
• PAT - 1 pt.
• FG's - 3 pts. (1 pt. Bonus for 50+ yds.)
• Interception, Lost Fumble, Missed PAT & Missed FG <50 yards - -1 pt.

Basic Defense & Special Teams scoring:
• Points allowed
6,3,1 pts. (0, 1-9, 10-20 points)
• Yards allowed
6,3,1 pts (0-199, 200-299, 300-399 yards)
• Safety – 2pts.
• Interception/Fumble Recovery - 1 pt.
• Sacks - 1 pt.
• Interception/Fumble Return TD - 6 pts.
• Punt/Kickoff/Returned Missed Field Goals TD – 6 pts.

Any scoring discrepancies will be settled by NFL.com, the official stat site of Minority 22 and nothing is official until weekly stats become official.

V - Trading
• Both parties must agree to the trade.
• Commish has the right to veto trades in the event that collusion is suspected. I will define collusion as "a trade in which one of the owners knowingly and purposefully aids another owner without benefit to his own team." I will use a panel of 2 other independent owners to determine collusion. Basically, I will allow stupid and unfair trades. I won't allow trades if I strongly suspect collusion
• The trading deadline will be after completion of Week 11, up to Wednesday 11/20/2024.
• 'The Juan Zaino Rule' – A player traded directly between teams can not return to his original team in a trade until he spends 3 'league games' on his new team's roster or said player(s) passes thru another team.
• FAAB money can be traded.

VI - Free Agency and Waivers via Bidding
• Each team will be given $100- in fantasy money called the Free Agent Acquisition budget (FAAB).
• Via the website, each team will be allowed to bid on any free agent thru Wednesdays & Saturdays.
• $0- bids will be allowed.
• Winning bids will be awarded @ roughly 1am the next morning on Thursdays & Sundays.
• There is a first come first serve FA period on Sundays only, per CBS site.
• There are no waivers per se, players will be granted based on highest bid. The tiebreaker for same bids is worse record. You are encouraged to submit contingency bids.
• Free Agent pickups are unlimited until your FAAB is used, though $0- bids are allowed.
• Free agents will be open through the entire 18 week season.
• I will not allow a team to drop all of its players just because they are out of contention.
• Free agent pickups are not allowed until before week 1.

VII. Playoffs and Tiebreakers
The six postseason participants from each conference ('A' & "B') will be seeded as follows:
1. The division champion with the best record.
2. The division champion with the second-best record.
3. The division champion with the third-best record.
4. The Next 2 teams with the best records.
5. The Next Highest scoring team not in the playoffs

The following procedures will be used to break standings ties for postseason playoffs and to determine regular-season schedules.
NOTE: Tie games count as one-half win and one-half loss for both clubs.

TO BREAK A TIE WITHIN A DIVISION
If, at the end of the regular season, two or more clubs in the same division finish with identical won-lost-tied percentages, the following steps will be taken until a champion is determined.
Two Clubs
1. Head-to-head (best won-lost-tied percentage in games between the clubs).
2. Best won-lost-tied percentage in games played within the division.
3. Highest total points in head to head games.
4. Highest points overall.
5. Virtual Dice Roll – High Roll Wins
Three or More Clubs
(Note: Eliminate all but 2 clubs then revert to step 1 of the two-club format).
1. Head-to-head (best won-lost-tied percentage in games among the clubs).
2. Best won-lost-tied percentage in games played within the division.
3. Highest total points in head to head games.
4. Highest points overall.
5. Virtual Dice Roll – High Roll Wins

TO BREAK A TIE FOR THE WILD-CARD TEAM
If it is necessary to break ties to determine the Wild-Card clubs, the following steps will be taken.
1. If the tied clubs are from the same division, apply division tie breaker.
2. If the tied clubs are from different divisions, apply the following steps.
Two Clubs
1. Head-to-head (best won-lost-tied percentage in games between the clubs).
2. Highest total points in head to head games.
3. Highest points overall.
4. Virtual Dice Roll – High Roll Wins
Three or More Clubs
(Note: If two clubs remain tied after third or other clubs are eliminated, tie breaker reverts to step 1 of applicable two-club format.)
1. Apply division tie breaker to eliminate all but the highest-ranked club in each division before proceeding to step 2. The original seeding within a division upon application of the division tie breaker remains the same for all subsequent applications of the procedure that are necessary to identify the two Wild-Card participants.
2. Head-to-head sweep. (Applicable only if one club has defeated each of the others or if one club has lost to each of the others.)
3. Highest total points in head to head games.
4. Highest points overall.
5. Virtual Dice Roll – High Roll Wins
6. When the first Wild-Card team has been identified, the procedure is repeated to name the second Wild-Card, i.e., eliminate all but the highest-ranked club in each division prior to proceeding to step 2. In situations where three or more teams from the same division are involved in the procedure, the original seeding of the teams remains the same for subsequent applications of the tie breaker if the top-ranked team in that division qualifies for a Wild-Card berth.
OTHER TIE-BREAKING PROCEDURES
1. Only one club advances to the playoffs in any tie-breaking step. Remaining tied clubs revert to the first step of the applicable division or Wild-Card tie breakers. As an example, if two clubs remain tied in any tie-breaker step after all other clubs have been eliminated, the procedure reverts to step one of the two-club format to determine the winner. When one club wins the tie breaker, all other clubs revert to step 1 of the applicable two-club or three-club format.
2. To determine home-field priority among division titlists, apply Wild-Card tie breakers.
3. To determine home-field priority for Wild-Card qualifiers, apply division tie breakers (if teams are from the same division) or Wild-Card tie breakers (if teams are from different divisions).

VIII - Entry Fees and Prize Money
a. The entry fee will be $200- per team, all moves are included in entry fee.
b. The only money deducted from the prize money pot is a $25- entry fee discount for Frank Costa for enabling the CBS league fee for free.
c. Prize money breakdown for 2024;

$2,375- in pool;

3 Division winners $205 (Reg. season) ($615 total)
3 Wildcards $50 (Reg. season) ($150 total)
Overall Point winner $200 (17 weeks)
Point runner up $50 (17 weeks)
Ethnic Bowl 23 winner $825
Ethnic Bowl 23 runner-up $200
Winner of game between 2nd round 'A' playoff losers (aka 3rd place game) $55
'B' Playoff Winner $25
Weekly High Point Scorer $15 (17 weeks) ($255 total)

Got the rules and was cool with the rules, until I saw the payouts. I’ve played in leagues the chop it up a little but payouts the first and second are much less than I’m used to. Would’ve been nice playing with people that have been playing as long as me.

Got the rules and was cool with the rules, until I saw the payouts. I’ve played in leagues the chop it up a little but payouts the first and second are much less than I’m used to. Would’ve been nice playing with people that have been playing as long as me.
no worries, but it is a good league and i’m always tinkering payouts and rules to maximize. in fact was looking to jump winner payout this year. typically, the winner gets over $1000 and close to half given ways to win. think about it maybe, i need one more.
