Rosters

1. 24 man in season rosters.
    a. on May 28th the rosters will need to be cut to 20 (well after NFL draft, allows teams to adjust to NFL rosters)
    b. 4 round rookie/free agent draft starting mid June
    c. rookie draft will be a slow draft with 12 hr time limit
    d. 2 injured reserve spots for in season, player must be on NFL IR list. IR spots are not part of the 20 man off               season roster, these players need to be dropped or moved to 20 man roster.
    e. future draft picks will be tradable. i will limit the years of future picks to lesson the impact of bad ownership.
    f.  each draft i will open roster limit to accommodate extra draft picks and trading during the draft, each team will
        need to get to 24 within 24 hrs of the draft or commisoner will cut the last players selected to team beginning 
        in reverse order. Rosters will return to 24 after the 24 hr "grace" period. 
    g. off season free agency, see free agency,
    h. rosters will lock when the players game begins.

Free agency

1. Blind bidding
   a. each team will have a  $100.00 budget
   b. players will be awarded Wednesdays thru Saturday at 4:00 am
   c. Saturday at 12 noon the free agency will open up the first come first serve.
   d. ZERO DOLLAR BIDS WILL BE ALLOWED.
 
2. Off season free agency
   a. the $100.00 budget will last until threw the season and off season, and will reset after the final preseason game
       of the following year.
   b. if an owner is out of money, to bad.
   c. free agency money is not tradable.
   d. off season free agency will begin 2 weeks after draft.

          3. best divisional record
          4. most wins for the season

INTEGRUTY OF THE LEAGUE

I FEEL IT IS IMPORTANT THAT EVERYONE READS THIS. MY FREINDS AND I HAVE BEEN DOING THIS FOR OVER 17 YRS. WE PLAY FAIR AND EXPECT YOU TO ALSO. I WILL AS COMMISIONER RESERVE THE RIGHT TO HOLD ANY OWNER ACCOUNTABLE FOR ANY UNFAIR PLAY. UP TO AND INCLUDING DISMISAL FROM THE LEAGUE. UNFAIR PLAY HURTS THE LEAGUE IN MANY WAYS AND WILL NOT BE TOLERATED. I WILL NOT DISPUTE ANY QUESTIONABLE LINE UPS, MEANING WHO AM I TO SAY A WR2 WONT DO BETTER ON A GIVEN SUNDAY THAN A WR1. HOWEVER, IF YOU ARE STARTING BACKUP RUNNINGBACKS AND FULLBACKS OVER REGULAR STARTERS, I WILL CHANGE THE ROSTER.
I DO UNDERSTAND BAD SEASONS AND THE NEED TO REBUILD, AS I MENTIONED EARLIER WE HAVE BEEN DOING THIS BEFORE THE INTERNET MADE IT EASIER, BUT CHEATING AND OR BLATANT DISREGARD FOR THE INTEGRITY OF THE LEAGUE IN NOT BE ALLOWED. 

TRADES WILL BE REVIEWED AND I WILL HOLD THE RIGHT TO VETO ANY TRADE THAT I THINK IS BOGUS. WE HAVE HAD THIS RULE IN EVERY LEAGUE WE RUN AND HAVE NEVER USED IT, HOWEVER THE RULE IS IN PLACE.

I WILL HAVE CO-COMMISIONERS AS I (WE) DRIVE TRUCK AND DONT ALWAYS HAVE INTERNET SERVICE. EVERY TEAM OWNER WILL HAVE ACCESS TO US, OUR EMAILS AND/OR TELEPHONE NUMBERS WILL BE AVAILABLE ON THE SIGHT. NONE OF THE CO-COMMISIONERS WILL HAVE THE PERMISSION TO CHANGE ANYTHING WITHOUT TALKING TO ME FIRST. WE HAVE  RUN LEAGUES, ONE OF WHICH STARTED ON MY KITCHEN TABLE WITH PAPER AND PENCIL AND IS NOW A DYNASTY LEAGUE ON CBS FOR THE LAST 10 PLUS YEARS, WITH INTEGRITY AND COMPETITIVE SPIRIT. 

WE ARE NOT BULLIES, THIS IS OPEN TO ALL OWNERS TO EXPRESS THERE THOUGHTS AND FEELINGS. ANYTHING THAT NEEDS TO BE CHANGED WILL BE SUBJECT TO A VOTE. MY VOTE WILL COUNT AS TWO, AS TO AVOID TIES.
