The league I am currently in has 10 teams and 5 need to be replaced by people that will be willing to play all season.

Give me some info on the five teams...i assume you are commish managing those now?

The five teams are currently inactive but have pretty good rosters, waivers are NFL.com standard: waivers reset weekly based on standings, whomever is last will be waiver number 1. Once games begin on Sunday, players are locked.

Sorry for not getting back quicker, this is a redraft league. I have not considered venturing into dynasty leagues.
