I was going to wait until next year to start a new dynasty league but figured l'd start it this year if enough interest. Here is a copy of the rules. Entry Fee $55 per year ($70 for season 1)
To keep owners invested in the league $70 needs to be paid prior to the inagural draft. For the following three seasons, only $50 will need to be paid each season for every returning owner with a $5 credit being paid from initial deposit. After 4 seasons the entry fee would return to $55. If an owner chooses to leave prior to season 4, they would forfeit any of the remaining deposit. The deposit would be used as incentive to any new owners. We will be using Leaguesafe to hold all of the leagues money.

Scoring System: Decimal Scoring – Example: If your RB gets 81 yards rushing, you get 8.1 pts

In order to insert or remove a player from your lineup, this must be done prior to the kickoff of the game they are playing in. The system will not allow you to submit an illegal lineup. Your starting lineup will roll-over week-to-week and you must make your own adjustments. If you submit an illegal lineup on week 1, you will receive zero total points for that week and every week that you continue to have an illegal lineup.
Initial Draft: The initial draft will begin August 20th. Each franchise will select 25 players.
Rookie/Free Agent draft: All league fees must be paid prior to the start of our rookie/free agent draft. In July we will hold our annual Rookie/Free Agent draft. It will be an 8 round draft in reverse order of the prevous seasons playoff results. This draft will be a straight 1-10 draft for each round.There will be a 12 hour clock. At this time our rosters will expand to 33 players. Prior to the start of the season, each franchise will cut back down to 25 active players and a 2 player developmental squad. Any team who fails to cut down their roster by the league due date will have draft picks cut in reverse order until the roster limit is met.
Developmental Squad:After the initial year each team will have a two player developemental squad. Once a player is placed on the developmental squad they are locked out of your active roster for the season. A player can only be placed on the developmental squad for one season. Injured players (Officially on the NFL injured Reserve or PUP) can be placed on your developmental squad.
Free Agency: In season free agency begins after Week 2 of the NFL season and ends prior to kickoff of week 16. There are 2 waiver periods every week. The first one begins on Saturday night at 10:15pm ET and end at Wednesday 10pm ET. The second waiver period begins at 10:15pm ET on Wednesday and ends at 10pm ET on Saturday. Each franchise is limited to one player pickup per waiver period. Each franchise is also limited to 12 waiver pickups for the season. We will use reverse order of current standings. No player is to be dropped during waivers. These are roster additions. At the conclusion of our fantasy bowl, all waiver pickups are returned to the free agent pool and will be available in the Rookie/Free agent draft in july.
Trades: Trades will be opened up as soon as the league is full and the deadline for any trades (proposed or approved) will be Saturday, Nov. 14th, 2009 at 11:00pm ET. The commish must approve all trades. I am very liberal when it comes to trading as different people put different values on different players. However, I will not allow any trades that I feel are collusion between teams or that I consider so lopsided that it damages the competitive aspect of the league. If anyone wishes to protest a trade that has been approved, they can email me along with a detailed explanation of the protest and I will listen to all protests. If a trade is protested I will put it up to a league vote. No team can trade a future 1st or 2nd round pick unless the following years fees have been paid.
Playoffs: The top four teams in the regular season will advance to the Championship Playoffs. Teams 5-7 will play in a consolation playoff to determine draft positions 4-6 and teams 8-10 will play in a toilet bowl playoff to determine draft positions 1-3.
