New Auction League, Need Advice (1 Viewer)

Hey, This is my first time posting on here. I know this is meant for people looking to fill spots in an already existing league but I couldn't find any better area to post this. I'm trying to start up a league and I have an idea of how I want to run it but I can't seem to find a site that would allow it. I might have to do a lot of work by hand to get this done but I'm trying to find a site that can handle most if not all of my requirements. This is my goal...

Auction league, $200

Left over budget $$ from each year rolls over to next year.

Waivers pickups are handled by a blind auction using left over budget + a fix amount of Free Agency Budget

Keeper league, can keep a certain $$ of players yet to be determined. Maybe 30% of total cap at start of year.

Can trade players for $$ from your remaining balance and from your future budgets.

If anyone could give me some suggestions on a site that would allow this amount of customization or something that is close to it but I could edit myself to make adjustments for what I'm trying to make. If I could edit the auction budgets for each person I could keep track myself of what should be added for each manager. If I could edit the FAAB for each manager to include the left over auction budget I could make it work that way.

Thanks in advance for any help you can provide.

Is that site a pay site for everyone or just to make the league?
myfantasyleague.com is a league hosting site, you are charged a fee to host your league there, can pay via PayPal, credit card

Individual owners pay you fee based on # of teams/league fee +payouts

Have set up leagues on mfl.com, been in a wide variety of formats, if I understand correctly what you want to do, then mfl.com is your best option.
