I N N A G U R A L  S E A S O N  O N L Y
Given that it is impossible to hold a fair rookie draft based on reverse order of the final standings in an innagural year, but also to ensure that rookie salaries do not get excessive, there will be two auctions held during the first season, one for veteran players, and one for the incoming 2017 Rookie Class. 
While the total salary cap for the first season (2017) will be $150, $135 will be available for the initial Free Agent Draft, and $15 for the second 2017 Rookie Class Auction. 
In the second season and each successive season, the Salary Cap will rise each year as normal and the Rookie Draft order will be based on revserse order of finish.

National Football League 1969 is an Independent Defensive Players (IDP), 16 team, no conference, no division, all-NFL league. 13 Weeks of regular season, 3 week playoffs. The top six teams overall move on to the playoffs with a bye week for the top two teams.

LEAGUE RULES OVERVIEW

I. PARTICIPATION The health of any fantasy league is dependent on the active participation of each owner. The purpose of the league is to have fun, while at the same time indulging in a nerd-level attention to detail. A. Activity Each owner is expected to be active in the management of their team, aware of upcoming landmark dates, voting in league polls, etc. Lineups must be set each week. If an owner does not set their lineup manually, the previous weeks lineup will be used. If by some bizarre occurrence you have something going on in your life more important than fantasy football and you do not set your line up, a warning will be given. Repeated instances will result in banishment from the league. 

B. Communication
Each owner is expected—at a minimum—to respond to trade offers. Wether an owner is interested in an offer or not, the owner should respond. It’s also expected that owners should respond—as reasonable as fits their schedule—to private messages from other owners as a matter of goodwill. Reasonable response is within 48 hours, but as life does sometimes get in the way, this will not be a hard and fast rule. Repeatedly not responding to trade offers and other communications will be interpreted as a lack of desire to actively participate in the league, and serve as grounds for removal as determined by the commissioner. 

C. Behavior
Every owner is expected to conduct themselves in a civil, respectful way. That said, “trash talk”, giving other owners “trouble” or “the business” and even some “sh%@“ in regard to player moves and opinions about actual NFL players is part of what makes a league fun and is encouraged. Legitimate personal attacks of any kind whatsoever will not be tolerated. While there will be no censorship on language or excessive request for political correctness, hate speech of any kind or excessive abuse will not be tolerated. Owners should notify the commissioner of any abusive behavior. Any excessive behavior—at the commissioners discretion—will result in banishment from the league with no refund. 

D. Anti-Competitive Conduct
Every owner is expected to participate fairly and reasonably. Any overt management behavior that is unfair to the rest of the owners in the league will be subject to penalty or banishment from the league as determined by the commissioner. Such behavior includes intentionally starting bye-week players, benching star players, cutting players of obvious value to that team, collusion and the like. All the owners of teams in this league are expected to understand the basics of fair competition. Any situation that comes up of this nature will be handled on a case-by-case basis. 

E. Suggesting New Rules
While the foundation of the rules will be set in place, any ideas for new rules or modifications to any rules is completely acceptable. Please submit any requests via private message to the commissioner. Any new rule request that seems viable could be put to a league vote at the commissioners discretion. If a rule is put to league vote, the majority vote wins.

II. FEES
The fee for team ownership is $50 per year, due within one week of the new league year in February. 

III. PAYOUTS
Payouts shall be distributed as follows:
$500 to the JLA Winner 
$150 to the JLA runner-up
$100 to the team with the most overall points through the end of the regular season

IV. ROSTERS
Each roster must maintain a Minimum of 45 players to a Maximum of 60 players. These players can be distributed between their Starting Lineup, Taxi Squad and Injured Reserve (explained below). 

A. Starting Lineup
There will be 11 starting Offensive Players and 11 Starting Defensive players and 1 Kicker per team each week. The starting lineups will be as follows:

3-5 LBs

Note: As a departure from many IDP leagues, to make sure there are 11 starting offensive players and 11 starting defensive players, the kicker will take it’s own slot aside from those 22 for a total of 23 starters per week. 

B. Taxi Squad
Each team will be allowed to carry up to 10 players on a “Taxi Squad”. The purpose of a Taxi Squad is for each team to have developmental players whose salaries do not fully impact the teams total cap. Taxi Players’ salaries will only count as 10% against the teams Salary Cap.

C. Injured Reserve (IR), Physically Unable to Perform (PUP) and Did Not Report (DNR) Lists
Each team will be allowed 10 Injured Reserve (IR) players. If a player under contract to a team is placed on the official NFL Injured Reserve (IR) list, a JLA team is allowed to place that player on their own Injured Reserve (IR) list. A player may also be placed on a JLA Injured Reserve if the NFL team places them on the Physically Unable to Perform (PUP) or Did Not Report (DNR) lists. 

V. SALARY CAP & SALARIES
A.  Salary Cap Basics
1. Each franchise will have a salary cap of $150. The cap is a hard cap and may not be exceeded at any time. If a team exceeds it’s salary cap, a warning will be given and failure to comply will result in a penalty as determined by the commissioner. 
2. Each year, the hard cap will raise by 5%.

B. Player Salary Basics
1. The minimum player salary in the league will be $0.5.
2. The minimum increment for salaries and for bidding will be $0.1.
3. A player on Injured Reserve salary will only count 25% towards the salary cap.
4. A Taxi Squad player’s salary will only count 10% towards the salary cap
6. Rookie Salaries will be determined by pick through the rookie pay scale (see Below in section VI, D)

B. Salaries for Injured Reserve (IR), Physically Unable to Perform (PUP) and Did Not Report (DNR) Lists
Players on the official NFL Injured Reserve (IR), Physically Unable to Perform (PUP) or Did Not Report (DNR) List may be placed on a JLA team’s IR List, and will only count as 25% towards that teams salary cap. Once a player has been removed from the NFL team’s official IR list, he must be removed from the JLA franchise IR list. It is each team's duty to track the IR status of their players. Any team that has an IR violation will not be allowed to submit a starting lineup or participate in Rookie Draft or Auctions.

The team shall be responsible to remove any player on IR designated for return when the IR designation is removed. If a player is on the IR and an injury buyout is completed by the actual NFL team, the team must decide within 48 hours to remove player from IR or to drop for only the current year cap hit.

Players who have been placed on a JLA team's IR list may be traded or waived for the normal cap penalties.

VI. CONTRACTS
Players will be assigned contracts by team owners that determine the period of rights a team has to that player. Owners may assign a contract length of at least one (1) year, up to five (5) years. A player contract ends when the contract years have run out or when the player is waived, or when the player retires from the NFL. The player becomes a Free Agent after the term of the JLA contract expires. The term of a contract remains if a player is traded to another JLA team.

A. General Contract Terms
1. Contract Length
Player contracts can be any length from 1 to 5 years. When a player is signed, the team owner will assign the contract years. Lengths of contracts for all newly acquired players (via Free Agent Auction or Rookie Draft) must be submitted by August 15th of every year. 

2. Contracts for Players Claimed on Waivers
1. Newly acquired players via Waivers must have their contracts lengths assigned with 48 hours of the acquisition. 2. Players salaries will increase by 10% every year they are on your roster with a contract. The total number of years of their contract will be reduced every year during the February change to the new year, after the NFL Super Bowl. 3. Players signed during the season via free agency will be given a default contract of 1 year. The owner can sign that player to a contract of up to 5-years, they may do so within 48 hours by posting a comment on the transaction in MFL, posting in the message boards.

D. Player Drops/Termination of Contracts
Any player may be dropped at any time. Rosters will not be frozen unless an unexpected factor requires them being frozen temporarily as determined by the commissioner. When a team cuts a player prior to the expiration of his contract, they will incur a penalty based on contract length as outlined below (see section VI, E)

D. Retirement and other Contract Termination
Players who leave the NFL through official retirement, career-ending injury or (for christ’s sake) death may be cut without penalty. A player who subsequently comes out of retirement will be a free agent. Any player that comes back from the dead gets a contact of zero dollars, for an infinite length of time. 

E. Salary Cap Penalties For Cuts, Drops and Buyouts
Because contracts are assumed to be binding for the full length of the terms set by the owner (because the player will like have to move his family and stuff), if an owner choses to waive (a.k.a. Cut/Drop/Buyout) a player prior to the completion of that length, the team will face a penalty based on the number of years remaining on the contract. 

1. Teams that cut a player with one year on their contract (the current year), will  be assessed a penalty of 75% of that players salary (e.g. a player cut with one year left—the current season—at a salary of $1.00 will be assessed a penalty for that season of $.75)
2. Teams that cut a player with multiple years left on their contract will face a one-time penalty (for that season) of 75% for the first year and 33% per additional year (past the first year) remaining on the contract.

F. (Is for) FRANCHISE TAGS 
Franchise Tags are designations that can be given to players whose contracts have expired to extend the rights to that player for it’s current team by one (1) year. Each team will only have ONE franchise tag per season that can be assigned at the end of each season, prior to the Off-Season Free Agent Auction. All Franchise Tags must be designated by March 1st. 

The salary of the player assigned the Franchise Tag will be based on the following:
A) The average of the top 10 salaries at the position, OR
 A 25% increase in the player's current salary, OR
whichever is greater between A and B. 

A player may be assigned a Franchise Tag for multiple years, but there will be an additional cost added to the base Franchise Tag cost (whatever is greater between A and B, plus the percentage below) based on the following:
Year 2     +25%
Year 3     +30%
Year 4    +35%
Year 5    +40%

The purpose for this increase is to balance out teams abilities to keep premiere players with the leagues motivation of active player movement from team to team. The Franchise Tag value DOES NOT roll over to have multiple franchise tags in the following years. It is used on a use it or lose it basis. Because sorry.

VII. TRANSACTIONS
A. In-Season Free Agent Bidding
In-season free agent bidding will be used to acquire players who are current free agents in the league and have passed waivers if necessary. 

1. In-season free agent bidding will begin on June 1 after the Rookie Draft and conclude after the fantasy championship game in week 16.
2. In-season bidding will be done through a blind bidding process from the end of a weeks games until Wednesday at 10:00 PM EST. After this, free agents will be signed on a first come, first serve basis.
3. Free Agents signed during the season will have a contract equal to the amount of the blind bid. 
4. Free agents signed during the season will be given a default contract of one year (1). If the team wishes to extend the free agent contract, they must notify a commissioner through comments in a message board post or PM within 48 hours or before their next game, whichever comes first. Free agents signed during the season can have a contract between 1 and 5 years.

B. Waiver Claims
Waiver Claims are for players who have been recently released from other JLA teams. Any player who is released from a JLA team must go through a Waiver Claim process whereby each team is allowed to submit a Blind Bid on those players before they become a completely Free Agent. At the end of each Blind Bid process, the team with the highest Blind Bid is awarded that player. Any player who is not bid on during the Waiver Claim process becomes a Free Agent and is available to be claimed by any team on a First-Come First-Serve basis. 

2. Offseason Free Agent Auction
The Offseason Free Agent Auction takes place to allow teams to acquire players whose contracts have expired at the end of the previous season, or who have remained in the Free Agent pool. This Offseason Free Agent Auction will occur every year in March, prior to the Rookie Draft. Any player that is currently a Free Agent at that time will be available. 

1. The Offseason Free Agent will be conducted with an 24 hour clock.
2. The starting bid for all players will be $0.5 and the minimum bidding increment will be $0.1.
3. Free agents will be given a default contract of one year. If a team wishes to sign an offseason player to a longer contract, they must notify the commissioners before August 15th. Free agents signed in the offseason may be assigned a contract between 1 and 5 years.
4. Initially, each team is allowed to submit three (3) players for bidding in order to give each team an even chance to nominate players. As the auction proceeds, that number will increase as needed to expedite the draft.
4. The Offseason Free Agent Auction will end when no more players are nominated for auction. When the auction is closed, the remaining Free Agent player pool will be frozen until In-Season Free Agent Bidding begins on June 1. 

C. Trades
Trades are encouraged and part of what makes the game more fun, and more interesting. Any trade will be allowed, unless extreme circumstances warrant intervention by the commissioner. 
1. Trades will go through automatically and immediately with no approval necessary from the rest of the league or the commissioner. 
2. Teams may trade future draft picks for up to two years in advance. However, trades for future draft picks are only available for teams that have paid for those future seasons. 
3. Once a trade has been proposed and accepted via the MFL site, it cannot be rescinded except for owner error. If a trade was offered or accepted in error, the owner making the error must notify the Commissioner and the owner of the other team immediately (i.e. within 5 minutes of the trade's acceptance) to request that the trade be voided. Trades will only be revoked because of legitimate owner error that is reported in a timely manner; owners may not request that a trade be voided due to buyer’s remorse, seller’s remorse or failure to perform due diligence before proposing or accepting a trade. 
4. Players may not be traded if they are not currently signed to a contract or if they have zero years left on their current contract.
5. Players on a team's Injured Reserve (IR) list may be traded.
6. The trading deadline for each season will be at the conclusion of Week 12.
7. A team may not make more than 5 trades per calendar year with the same team.

Owners shall use their best efforts to respond promptly (within 24 hours) to trade offers from other owners. Owners are encouraged to check for trade offers every time they log on to the site, and owners should immediately reject a trade they deem unacceptable.

VI. ROOKIES AND THE ROOKIE DRAFT
A. Draft Structure
1. The yearly rookie draft will only include players who have left college and entered the NFL through the draft.
2. The annual rookie draft will take place each year two (2) weeks after the actual NFL draft on a predetermined date.
3. Rookie draft picks for two years in advance are available for trade as long as the team has paid for the year the rookie picks are for.
4. The rookie draft will consist of 8 rounds. The rookie draft order will be determined based on the previous season’s final standings except for playoff teams, which will be based on final standings. Using this format, the team with the worst record will pick first and the championship winner will pick 16th in every round, for each conference. 
5. Tiebreakers for situations where teams have the same record are as follows, with the tiebreaker winner receiving the higher numerical pick:

B. Draft Clock
The rookie draft will have a 24 hour pick clock. The 24 hour clock is set at that length not because each team should take 24 hours to make a decision, but to actually live life beyond the glorious world of fantasy football (albeit as briefly as possibly). Owners should make their pick as rapidly as possible. Because owners are super, super (totally) excited to make their picks, if you know you’ll be away from the site for a while, or are considering trade offers, or are infinitely confounded by the options available to you, please notify the rest of the league so that they might not get to anxious and do anything rash or speak in an offensive manner. 

C. Missed Draft Picks
1. Given that the myfantasyleague.com site allows a team to pre-select players, and the fair warning of when the draft will occur, if you miss your pick…you’re out of luck bro. if a team has not pre-selected a pick and time expires, the draft will move on to the next team. After that, the owner must notify the Commissioners before 16 subsequent picks have passed to acquire a player for the missed pick. As a penalty, the player that the team selects will be given the salary that the missed pick would have had. If the owner does not notify the commissioner before 16 subsequent picks have passed, the owner shall make up the pick at the end of the draft. The pick at the end of the draft will have the salary of the pick that was missed.

2. If an owner leaves the league during the rookie/devy draft, the draft will be paused until a replacement owner is found. If an owner is not found within one week, the Commissioner shall finish the rookie draft for the team and continue looking for a replacement.

3. Rookies may be placed on the Taxi Squad (TS) after being drafted at any time. Any rookie may be demoted to the Taxi Squad only once per team that owns that player during their rookie season.

The pay scale for rookie pick is as follows:

VIII. LEAGUE SCHEDULE
The league year will start at the day after the NFL Super Bowl. During the off-season, there will be an open Free Agent Auction and Rookie Draft.

A. Major Calendar Events
February        League Year Begins after NFL Super Bowl. All contracts turn over at this point and any players whose contracts end become free agents
March 1        Franchise Tags Due
March        Off-Season Free Agent Auction
May            Rookie Draft
June 1        Blind Bid Auctions Open
August 15        Contract Lengths Due for All Acquired Free Agents and Rookies
September        NFL Season Begins

B. Regular Season
The Regular Season will take place over the first 13 weeks of the NFL season. 

C. Playoffs
1. The Playoffs shall consist of the top six (6) teams in the league overall.
2. The Playoffs will take place over NFL weeks 14-16
3. The teams will be given seeds based on their order of finish, 1 through 6.
4. The top two (2) teams shall be given a “bye” week and will not play in the first round of the playoffs
5. The first week of the playoffs (NFL week 14) will be comprised of games featuring the second tier of teams, seeded #3 through #6 in the final regular season standings. 
6. The second week of the playoffs (NFL week 15) will be comprised of the top two teams, seeds #1 and #2, playing the winners from the first week of the playoffs.
7. The final, third week of the playoffs (NFL week 16) will consist of one game between the winners from playoff week 2 for the League Championship. The winner of this game will be the League Champion.
8. Tiebreakers for the standings and for playoff seedlings will be determined in the following order:

IX. CONTINGENCIES
A. Player Positions
Player positions are determined by the myfantasyleague.com (MFL) site. Owners should be aware that MFL may change a player’s position at any time pursuant to that player’s NFL team changing their position, e.g switching a player who was previously a defensive end (DE) that of a defensive tackle (DT) or linebacker (LB). These changes shall not be overruled and salaries and contract years shall not be changed as a result of a player switching position. Teams are responsible for assessing the possibility that a given player may change positions before acquiring that player.

B. Scoring Changes
Every week after all NFL games are played and all fantasy scores are calculated, the Elias Sports Bureau reviews all NFL games for the purposes of locating and calculating any necessary corrections to the official team and player statistics compiled during each game. These corrections will be applied to league scores when they are released by Elias and the NFL, which is usually on Wednesday morning.

Owners should be aware that the outcome of a game that was tied or won by a small margin may change after the Elias Sports Bureau’s scoring corrections are applied. The JLA will apply the official scoring corrections without exception, and owners may not appeal the changed scoring, the changed outcome of a game, or request that the official scoring corrections be disregarded.

C. Orphan Teams
In the case of a team being abandoned, decisions will be made by the commissioner on a case-by-case basis as to how to manage the team and replace the owner. 

D. Gold Stars
If you’ve read all of the bylaws you get a Gold Star.
